디지털전환 패러다임의 변화에 따라 지능정보기술 및 데이터 기반 관리의 역할과 기능이 새롭게 진화하고 있다. 데이터기반 행정법의 시행과 과학적 증거기반 정책 과정은 기존의 행정의 역할을 확장하여 새로운 접근법이 필요하다. 이에 공공데이터의 이해를 도모하고 기초개념 및 데이터를 활용한 역량강화가 요구된다. 본 교과목에서는 첫째, 사회변화의 흐름을 지능정보 기술 기반을 중심으로 데이터와 연계하여 기초개념을 학습한다.
둘째, 공공데이터의 생성원리, 기능, 활용과 관련한 기본개념 및 과학적관리 이론을 연계하여 학습한다.
셋째, 공공데이터 포털의 다양한 사례를 중심으로 공공서비스 개선 및 정책과정 전반에 관한 학습을 도모한다.
넷째, 데이터기초 이론을 통해 후속 과정과 연계될수 있도록 데이터용어 및 주요 사례를 중심으로 실습을 병행한다.
다섯째, 공공데이터의 공공성과 정책과정을 중심으로 융합적 사고역량을 강화하고자 한다.

Understanding of open public data
As the paradigm of digital transformation progresses, the roles and functions of intelligent information technology and data-based management are evolving as well. The implementation of data-based administrative law and scientific evidence-based policy processes require a new approach by expanding the role of the existing administration. Therefore, it is required to promote understanding of public data and to strengthen the capacity using basic concepts and data.
In this course, first, basic concepts linking the flow of social change with data centered on intelligent information technology will be explored.
Second, the basic concepts and scientific management theories and principles of public data’s creation, function, and utilization will be taught.
Third, public service improvement and overall policy processes regarding various cases of public data portals will be looked into.
Fourth, data terminology and major cases linked to subsequent data basic theory will be practiced.
Fifth, it will train the convergent thinking related to public performance of public data and policy process mindset.
