지능정보 신기술 사회 패러다임 전환기에서 사물인터넷, 데이터, 인공지능, 초연결 개념은 이제 우리 생활에 밀접하게 반영되어 변화를 유도하고 있다. 공공부분에서는 데이터를 기반으로 새로운 환경이 구성되고 있다. '디지털 트랜스포메이션(Digital Transformation)'의 중심에 데이터가 자리하고 있으며, 데이터 중심 혁신(Data Driven Innovation)의 중요성이 강조되고 있다. 즉 데이터가 자본인 데이터 캐피탈리즘이 대두되는 새로운 사회 전환기에 있다. '디지털 트랜스포메이션'의 패러다임 전환에 따라 데이터를 활용한 공공서비스의 변화도 함께 개진되고 있다.본 교과에서는 인공지능사회의 도래에 따른 사회 패러다임의 전환과정에서 국가, 정부의 역할 및 방향과 내용을 중심으로 접근한다. 첫째, AI의 기초가 되는 데이터의 의미와 개념, 공공데이터의 활용이 갖는 사회적 함의와 정책의 필요성을 중심으로 접근한다. 둘째, 데이터의 기초 지식, 데이터 거버넌스, 데이터 품질관리 등의 쟁점을 학습하고 이를 공공서비스와 연계하여 적용사례를 중심으로 학습한다. 셋째, 인공지능과 연계되는 공공정보 및 자원관리의 새로운 변화방향 및 주요 함의를 학습한다. |

In the transition period of the new social paradigm of intelligent information technology, the concepts of the Internet of Things, data, AI(Artificial Intelligence), and hyperconnectivity are now closely reflected in our lives to induce change. In the public sector, a new environment is being constructed based on data. Data is at the center of "Digital Transformation," and the importance of data-driven innovation is being emphasized. In other words, it is in a new social transition in which data is capital, data capitalism, emerges. With the paradigm shift of "digital transformation," changes in public services using data are also being presented.In this subject, the role, direction, and content of the state and government are approached in the process of shifting the social paradigm with the advent of an artificial intelligence society. First, the approach focuses on the meaning and concept of data that is the basis of AI, the social implications of the use of public data, and the necessity of policies. Second, we learn issues such as basic knowledge of data, data governance, and data quality management, and learn based on application cases in connection with public services. Third, we learn new directions and major implications of changes in public information and resource management linked to artificial intelligence. |
